Victory Speech as Prepared for Delivery by President-elect Joe Biden in Wilmington, Delaware

My fellow Americans, the people of this nation have spoken. They have delivered us a clear victory. A convincing victory. A victory for “We the People.” We have won with the most votes ever cast for a presidential ticket in the history of this nation — 74 million. I am humbled by the trust and confidence you have placed in me. I pledge to be a President who seeks not to divide, but to unify. Who doesn’t see Red and Blue states, but a United States. And who will work with all my heart to win the confidence of the whole people. For that is what America is about: The people. And that is what our Administration will be about. I sought this office to restore the soul of America. To rebuild the backbone of the nation — the middle class. To make America respected around the world again and to unite us here at home. It is the honor of my lifetime that so many millions of Americans have voted for this vision. And now the work of making this vision real is the task of our time. As I said many times before, I’m Jill’s husband. I would not be here without the love and tireless support of Jill, Hunter, Ashley, all of our grandchildren and their spouses, and all our family. They are my heart. Jill’s a mom — a military mom — and an educator. She has dedicated her life to education, but teaching isn’t just what she does — it’s who she is. For America’s educators, this is a great day: You’re going to have one of your own in the White House, and Jill is going to make a great First Lady. And I will be honored to be serving with a fantastic vice president — Kamala Harris — who will make history as the first woman, first Black woman, first woman of South Asian descent, and first daughter of immigrants ever elected to national office in this country. It’s long overdue, and we’re reminded tonight of all those who fought so hard for so many years to make this happen. But once again, America has bent the arc of the moral universe towards justice. Kamala, Doug — like it or not — you’re family. You’ve become honorary Bidens and there’s no way out. To all those who volunteered, worked the polls in the middle of this pandemic, local election officials — you deserve a special thanks from this nation. To my campaign team, and all the volunteers, to all those who gave so much of themselves to make this moment possible, I owe you everything. And to all those who supported us: I am proud of the campaign we built and ran. I am proud of the coalition we put together, the broadest and most diverse in history. Democrats, Republicans and Independents. Progressives, moderates and conservatives. Young and old. Urban, suburban and rural. Gay, straight, transgender. White. Latino. Asian. Native American. And especially for those moments when this campaign was at its lowest — the African American community stood up again for me. They always have my back, and I’ll have yours. I said from the outset I wanted a campaign that represented America, and I think we did that. Now that’s what I want the administration to look like. And to those who voted for President Trump, I understand your disappointment tonight. I’ve lost a couple of elections myself. But now, let’s give each other a chance. It’s time to put away the harsh rhetoric. To lower the temperature. To see each other again. To listen to each other again. To make progress, we must stop treating our opponents as our enemy. We are not enemies. We are Americans. The Bible tells us that to everything there is a season — a time to build, a time to reap, a time to sow. And a time to heal. This is the time to heal in America. Now that the campaign is over — what is the people’s will? What is our mandate? I believe it is this: Americans have called on us to marshal the forces of decency and the forces of fairness. To marshal the forces of science and the forces of hope in the great battles of our time. The battle to control the virus. The battle to build prosperity. The battle to secure your family’s health care. The battle to achieve racial justice and root out systemic racism in this country. The battle to save the climate. The battle to restore decency, defend democracy, and give everybody in this country a fair shot. Our work begins with getting COVID under control. We cannot repair the economy, restore our vitality, or relish life’s most precious moments — hugging a grandchild, birthdays, weddings, graduations, all the moments that matter most to us — until we get this virus under control. On Monday, I will name a group of leading scientists and experts as Transition Advisors to help take the Biden-Harris COVID plan and convert it into an action blueprint that starts on January 20th, 2021. That plan will be built on a bedrock of science. It will be constructed out of compassion, empathy, and concern. I will spare no effort — or commitment — to turn this pandemic around. I ran as a proud Democrat. I will now be an American president. I will work as hard for those who didn’t vote for me — as those who did. Let this grim era of demonization in America begin to end — here and now. The refusal of Democrats and Republicans to cooperate with one another is not due to some mysterious force beyond our control. It’s a decision. It’s a choice we make. And if we can decide not to cooperate, then we can decide to cooperate. And I believe that this is part of the mandate from the American people. They want us to cooperate. That’s the choice I’ll make. And I call on the Congress — Democrats and Republicans alike — to make that choice with me. The American story is about the slow, yet steady widening of opportunity. Make no mistake: Too many dreams have been deferred for too long. We must make the promise of the country real for everybody — no matter their race, their ethnicity, their faith, their identity, or their disability. America has always been shaped by inflection points — by moments in time where we’ve made hard decisions about who we are and what we want to be. Lincoln in 1860 — coming to save the Union. FDR in 1932 — promising a beleaguered country a New Deal. JFK in 1960 — pledging a New Frontier. And twelve years ago — when Barack Obama made history — and told us, “Yes, we can.” We stand again at an inflection point. We have the opportunity to defeat despair and to build a nation of prosperity and purpose. We can do it. I know we can. I’ve long talked about the battle for the soul of America. We must restore the soul of America. Our nation is shaped by the constant battle between our better angels and our darkest impulses. It is time for our better angels to prevail. Tonight, the whole world is watching America. I believe at our best America is a beacon for the globe. And we lead not by the example of our power, but by the power of our example. I’ve always believed we can define America in one word: Possibilities. That in America everyone should be given the opportunity to go as far as their dreams and God-given ability will take them. You see, I believe in the possibility of this country. We’re always looking ahead. Ahead to an America that’s freer and more just. Ahead to an America that creates jobs with dignity and respect. Ahead to an America that cures disease — like cancer and Alzheimers. Ahead to an America that never leaves anyone behind. Ahead to an America that never gives up, never gives in. This is a great nation. And we are a good people. This is the United States of America. And there has never been anything we haven’t been able to do when we’ve done it together. In the last days of the campaign, I’ve been thinking about a hymn that means a lot to me and to my family, particularly my deceased son Beau. It captures the faith that sustains me and which I believe sustains America. And I hope it can provide some comfort and solace to the more than 230,000 families who have lost a loved one to this terrible virus this year. My heart goes out to each and every one of you. Hopefully this hymn gives you solace as well. “And He will raise you up on eagle's wings, Bear you on the breath of dawn, Make you to shine like the sun, And hold you in the palm of His Hand.” And now, together — on eagle’s wings — we embark on the work that God and history have called upon us to do. With full hearts and steady hands, with faith in America and in each other, with a love of country — and a thirst for justice — let us be the nation that we know we can be. A nation united. A nation strengthened. A nation healed. The United States of America. God bless you. And may God protect our troops.

President Trump’s Visit to North Carolina - Statement by Vice President Joe Biden

North Carolinians know all too well the consequences of President Trump’s failed presidency: This month, we’ve seen more COVID-19 cases in a single day than ever before — three different times. More than 4,300 North Carolinians have died of COVID-19, more than one million have lost their livelihood, and due to President Trump’s repeated lies and mismanagement, North Carolinians are left without the plan or resources they need to stop the spread of the virus and build back better.

President Trump’s Visit to Michigan - Statement by Vice President Joe Biden

President Trump has abandoned the people of Michigan, and there’s nothing he can say on the eve of this election that can undo the damage he's caused. His failure to meet this moment — his utter inability to lead — has let this pandemic spiral out of control, crushed Michigan's economy, and left so many families barely hanging on. More than eight months into this pandemic, his Administration has simply given up and waved the white flag.

President Trump’s Visit to Florida - Statement by Vice President Joe Biden

President Trump will hold another one of his potential super-spreader rallies in Florida tonight, putting his supporters and Floridians they come into contact with in danger. This rally isn’t for Floridians; it’s to fuel his own ego, with no regard for the issues working Floridians face every day. Over 16,500 Floridians have lost their lives to COVID-19 and hundreds of thousands are without work because of President Trump’s failed leadership and lies. As cases continue to rise ahead of Election Day, President Trump offers no plan to contain the spread of the coronavirus, or a plan to get the more than 750,000 Floridians who’ve lost their jobs in this crisis back to work. His failures truly know no bounds.

President Trump’s Visit to Pennsylvania - Statement by Vice President Joe Biden

President Trump’s refusal to take COVID-19 seriously or be honest with the American people about the reality of the virus, has cost Pennsylvania thousands of lives and hundreds of thousands of jobs. Over four years in office, all President Trump has delivered to working families in Pennsylvania are broken promises. Pennsylvanians see these failures every day in the factories that have closed down in their town, in the empty chair at their kitchen table, and in the stack of medical bills that they are unable to pay.

9 Million Reported COVID-19 Cases in the United States - Statement by Joe Biden

More than 9 million cases of COVID-19 have been now confirmed in the United States -- 20 percent of the world's reported caseload -- and the virus is surging in nearly every state. More than 228,000 Americans have lost their lives. It is as severe an indictment of a president's record as one can possibly imagine, and it is utterly disqualifying. Anyone who is responsible for plunging and ensnaring America in this crisis -- anyone who could do so without an ounce of shame or a shred of empathy -- should not be president.

President Trump’s Cruel Immigration Second-Term Policy Agenda - Statement by Vice President Joe Biden

The Trump Administration’s anti-immigrant agenda does not represent our American values, period. All they have to offer is four more years of hateful rhetoric and division and policies that will end America’s historic role as a symbol of freedom and prosperity, and as a beacon of hope for those fleeing violence and oppression anywhere in the world.

COVID-19 cases and hospitalizations are on the rise in communities across North Carolina, including Cumberland County, and more than 4,200 North Carolinians have died of the virus since the pandemic started. Yet, President Trump still refuses to level with North Carolinians about the dangers of COVID-19 and ignores the worsening health and economic conditions in the state — leaving struggling families, schools, and small business owners to fend for themselves.

Latina Equal Pay Day - Statement by Vice President Joe Biden

Latinas are the hearts of their families and communities. So often, they’re the main breadwinners and the caregivers, too. Our economy does not work without them – but for too long, they have been underpaid and undervalued. On Latina Equal Pay Day, we call attention to the fact that Latinas make only 54 cents on the dollar compared to the average, non-Hispanic white man. That means they’ll lose over $1 million over their lifetime in comparison. It’s wrong.

Pennsylvania Passing 200,000 Confirmed Cases of COVID-19 - Statement by Vice President Joe Biden

The news that Pennsylvania has passed the grim milestone of 200,000 confirmed COVID-19 cases is a tragic reminder that President Trump has failed at his most basic and essential duty, to keep American families safe. Rather than working to contain the spread of the virus, President Trump continues to peddle the lie that America is rounding the corner on this pandemic. President Trump’s actions have cost thousands of lives and hundreds of thousands of jobs in Pennsylvania.

Today’s Economic Report - Statement from Vice President Biden

Working people fighting to make ends meet in this economy don’t need today’s report to tell them what they already know, because they feel it everyday: Donald Trump still doesn’t have a plan, and we still haven’t recovered.

The Growing Wildfires in Colorado - Statement by Vice President Joe Biden

As the Cameron Peak Fire reaches over 200,000 acres, becoming the largest wildfire in Colorado history, and the CalWood Fire continues to grow, Jill and I are keeping Coloradans in our thoughts. We stand with families in Colorado who have had their lives upended from the damage and the need to evacuate, exacerbating the already challenging situation brought on by the COVID-19 pandemic. We extend our tremendous thanks to the brave first responders throughout Larimer and Boulder County who have been working diligently on the containment of these fires.

President Trump’s Visit to Arizona - Statement by Vice President Joe Biden

President Trump is spending the final days of his campaign trying to sow division and distract the American people from his failure to contain the COVID-19 pandemic. He wants to sell Arizona families more of the same reckless leadership that has devastated the state's economy, shuttered thousands of small businesses, and threatens protections for the 2.8 million Arizonans living with a preexisting condition. He’s insulted our heroes like my friend Senator John McCain by calling them “losers” and “suckers.” Every day he’s tearing at the fabric of who we are as a country.

President Trump’s Visit to Nevada - Statement by Vice President Joe Biden

When President Trump visits Nevada today, he needs to answer for his failed response to COVID-19 that has led to 88,000 Nevadans infected by this virus, his refusal to pass additional financial relief for families desperately in need of help during this economic crisis — including the nearly 200,000 Nevadans still out of work because of the pandemic — and his determination to undermine the health care of millions of Americans by seeking to overturn the entire Affordable Care Act.

Yet all President Trump is offering the people of Michigan is more lies and distractions — no plan to get the virus under control, no strategy for pulling our economy out of this recession, no vision for uniting the country.

Violence Against Transgender and Gender Non-Conforming People - Statement by Vice President Joe Biden

Violence against transgender and gender non-conforming people, particularly Black and Brown transgender women, is an epidemic that needs national leadership. This is the highest number on record with more than two months left in the year, and the vast majority are Black and Brown transgender women. It’s unacceptable.

Under President Trump’s watch, more than 15,000 Floridians have died from the coronavirus, Florida’s tourism-based economy shrunk by 60% in the second quarter, and unemployment more than tripled in the state. Statement by Biden for President Campaign Manager Jen O'Malley Dillon

Around noon on Thursday, October 15th, we learned - as part of our contact tracing of the crew member on Senator Harris’ plane that tested positive for COVID last night - that an administrative member of the Aviation company that charters Vice President Biden’s aircraft tested positive for COVID-19. Vice President Biden was not in close contact, as defined by the CDC, with this individual at any time. In fact, the Vice President did not even have passing contact: this individual was over 50 feet from VP Biden at all times, entered and exited the aircraft from a rear entrance, and both the individual and the Vice President wore masks for the entire flight. Given these facts, we have been advised by the Vice President’s doctor and the campaign’s medical advisors that there is no need for the Vice President to quarantine.

Statement by Biden for President Campaign Manager Jen O'Malley Dillon

Late on the night of Wednesday, October 14th, we learned that two individuals involved in the campaign tested positive for COVID-19:  a non-staff flight crew member and Liz Allen, communications director to Senator Harris.  Senator Harris was not in close contact, as defined by the CDC, with either of these individuals during the two days prior to their positive tests; as such, there is no requirement for quarantine.  Regardless, out of an abundance of caution and in line with our campaign’s commitment to the highest levels of precaution, we are canceling Senator Harris’s travel through Sunday, October 18th, but she will keep a robust and aggressive schedule of virtual campaign activities to reach voters all across the country during this time. She will return to in-person campaigning on Monday, October 19th.  This is the sort of conduct we have continuously modeled in this campaign.

Donald Trump ended the efforts to pass bipartisan relief that our nation desperately needs. Make no mistake: if you are out of work, if your business is closed, if your child’s school is shut down, if you are seeing layoffs in your community, Donald Trump decided today that none of that — none of it — matters to him. There will be no help from Washington for the foreseeable future. The mode of attack leaves no doubt as to where the responsibility lies -- the Russian state. This outrageous and brazen attempt on Mr. Navalny's life is just the latest incident in a long history of murder and poisoning of dissidents, investigative journalists, anti-corruption activists, and opposition leaders under the Putin regime. It is the mark of a Russian regime that is so paranoid that it is unwilling to tolerate any criticism or dissent.

Statement by Vice President Joe Biden on President Trump’s Press Conference

Yesterday, after the violence in Portland, I put out a statement decrying violence under any political banner, and challenged the President to do the same. Today, I traveled to Pittsburgh to explain how the President was making America less safe — on COVID, on the economy, on crime, on racism, on violence — and reiterated my clear message that violence is not the answer to any of these problems. And again, I urged the President to use his voice to the same end.

Statement by Vice President Joe Biden on the Deadly Violence in Portland

The deadly violence we saw overnight in Portland is unacceptable. Shooting in the streets of a great American city is unacceptable. I condemn this violence unequivocally. I condemn violence of every kind by any one, whether on the left or the right. And I challenge Donald Trump to do the same. It does not matter if you find the political views of your opponents abhorrent, any loss of life is a tragedy. Today there is another family grieving in America, and Jill and I offer our deepest condolences.

Statement by Joe Biden on the ODNI’s Decision to End Election Interference Briefings

This is not how democracy works. But it is how American national security and sovereignty are violated. The tools of our government are meant to defend the American people and our system of governance against all enemies, foreign and domestic. And yet, at a moment when we know that our elections are under threat from foreign interference — and when the President of the United States has invited interference from Russia and China — the Director of National Intelligence is failing to provide full information about the danger.

Statement by Joe Biden and Kamala Harris on the 57th Anniversary of the March on Washington

Fifty-seven years ago today, Dr. King, John Lewis, and other fearless leaders of the civil rights movement stirred this nation’s soul during the March on Washington for Jobs and Freedom. Two-hundred and fifty thousand men and women, of different ages, races, and stations gathered shoulder to shoulder. They stood on the same National Mall where enslaved Africans were once sold. It was one hundred years after emancipation, but Black Americans were enduring another season of Jim Crow brutality.

Statement by Vice President Joe Biden on the Anniversary of Ax Handle Saturday

Sixty years ago today, a group of young leaders from the Jacksonville Youth Council NAACP staged a sit-in at segregated lunch counters in Jacksonville, Florida, where they were met by an angry white mob wielding ax handles and baseball bats. This tragic event, now known as Ax Handle Saturday, leaves a lasting mark on Jacksonville, as both a testament to the progress that has been made and a reminder that we must always stand up for what’s right.

Statement from Joe Biden on Black Women’s Equal Pay Day

Black Women’s Equal Pay Day marks an unconscionable reality: it takes a Black woman nearly 20 months to earn what a white man made in one year for the same work. Over the course of their lives, it's impossible for Black women to ever really catch up.

Statement from Joe Biden on the 3rd Anniversary of Right-Wing Protests in Charlottesville

Three years ago today, the world watched in horror as neo-Nazis, white supremacists, and far-right extremists with torches in hand descended on Charlottesville, Virginia, spewing the same anti-Semitic bile that was heard in Hitler’s Germany in the 1930s. It was a moment of testing for our country, and a wake-up call to the fact that hate never dies — it only hides. And when our leaders give it oxygen, it can come roaring back to life.

Statement from Joe Biden on Five Million COVID-19 Infections in the U.S.

Today we passed five million reported infections of COVID-19 in the United States. It’s a number that boggles the mind and breaks the heart. Five million is more than the entire population of Alabama — or of more than half the states in our union, for that matter. Each time the number clicks up, it represents a life altered, a family stricken with anxiety, a community on edge. And for the families of the more than 160,000 souls who have died because of this virus, it is a pain that can never be undone.

Statement from Joe Biden on Donald Trump’s Executive Orders to Sow More Chaos and Confusion

Unable to deliver for the American people in a time of crisis, Donald Trump offered a series of half-baked measures today. He is putting Social Security at grave risk at a time when seniors are suffering the overwhelming impact of a pandemic he has failed to get under control. And make no mistake: Donald Trump said today that if he is re-elected, he will defund Social Security.

It did not have to be this bad.

Statement from Joe Biden on Faith

Like so many people, my faith has been the bedrock foundation of my life: it’s provided me comfort in moments of loss and tragedy, it’s kept me grounded and humbled in times of triumph and joy. And in this moment of darkness for our country — of pain, of division, and of sickness for so many Americans — my faith has been a guiding light for me and a constant reminder of the fundamental dignity and humanity that God has bestowed upon all of us.

Statement from Joe Biden on the 55th Anniversary of the Voting Rights Act

In our lifetime Americans have been beaten, bloodied, and murdered because they wanted to vote. For Black Americans, their fundamental right was denied by white supremacy hiding behind white hoods and in plain sight in legislatures, police stations, and courtrooms.

Statement from Joe Biden on COVID-19 Vaccines

It’s great news that scientists are making progress in the search for a safe and effective COVID-19 vaccine. We all hope the next phases of clinical trials will yield positive results to support an approval based on the scientific evidence, but the development of a new vaccine requires a dedication to science, coordination, transparency, truth, and fairness to all — and we have a President who stands for none of these things.

Statement from Joe Biden on Foreign Interference in U.S. Elections

Foreign interference in the U.S. electoral process represents an assault on the American people and their constitutional right to vote. When foreign states direct hackers, trolls, money launderers, and misinformation to subvert or cast doubt on our elections, they threaten America’s sovereignty, democratic institutions, and national security. They undermine the vote and the voice of every U.S. citizen. They attack our very way of life.

And still today, it remains the deadliest attack on the LGBTQ+ community in American history.
