I donated to Biden for President Campaign or the Biden Victory Fund – what happens to my donation now?

As President Biden’s running mate, Vice President Harris will be taking over the Biden campaign and all funds will go to the same committees, which are now named Harris for President and Harris Victory Fund. If you previously donated to President Biden’s campaign or have a recurring contribution to his campaign, you do not need to do anything to ensure your contribution goes to Vice President Harris’ campaign. If you have maxed out to either entity, your maxed out status still applies. 

What is the Harris Victory Fund?

Harris Victory Fund is a joint fundraising committee authorized by Harris for President, the Democratic National Committee, and the state Democratic Parties in every state and DC.

What are the requirements to vote?

Voter registration requirements are different in every state. Generally, you can vote in U.S. federal, state, and local elections if you:

  • Are a U.S. citizen (some areas allow non-citizens to vote in local elections only)
  • Meet your state’s residency requirements (in some states, you can be experiencing homelessness and still meet these requirements).
  • Are 18 years old on or before Election Day (in some  states, you can register to vote before you turn 18 if you will be 18 by Election Day).
  • Are registered to vote by your state’s voter registration deadline. North Dakota does not require voter registration.
What are the requirements to donate?

You may make a donation to the campaign if you:

  • Are a U.S. citizen or lawfully admitted permanent resident (i.e., green card holder).
  • Contribute from your own funds. You cannot contribute funds that are being provided by another person or entity for the purpose of making this contribution.
  • Are at least eighteen years old.
  • Are not a federal contractor.
  • Are making this contribution with your own personal credit card and not with a corporate or business credit card or a card issued to another person.
  • Harris Victory Fund does not accept contributions from corporations or their PACs, unions, federal contractors, national banks, those registered as federal lobbyists or under FARA, SEC-named executives of fossil fuel companies, or foreign nationals.

Is my donation secure?

Yes, donations are made through our payment processing vendor, ActBlue. ActBlue is PCI compliant, which means they have passed rigorous security tests to ensure that all donor credit cards are fully protected. ActBlue is required to conduct quarterly security tests and annual external audits. You may click on the green security certificate that appears in front of their web address if you’d like to learn more.

How does the Harris Victory Fund allocate money?

The first $6,600/$10,000 from a person/multicandidate committee (“PAC”) will be allocated to Harris for President, with the first $3,300/$5,000 designated for the primary and the next $3,300/$5,000 for the general election. The next $41,300/$15,000 from a person/PAC will be allocated to the DNC. The next $510,000/$255,000 from a person/PAC will be split equally among the Democratic state parties from these states: AK, AL, AR, AZ, CA, CO, CT, DC, DE, FL, GA, HI, IA, ID, IL, IN, KS, KY, LA, MA, MD, ME, MI, MN, MO, MS, MT, NC, ND, NE, NH, NJ, NM, NV, NY, OH, OK, OR, PA, RI, SC, SD, TN, TX, UT, VA, VT, WA, WI, WV, and WY. Any additional funds will be allocated to the DNC, subject to applicable contribution limits.

Is my donation tax-deductible?

Contributions to Harris For President are not deductible as charitable contributions for federal income tax purposes. 

Will I receive a receipt?

A donation receipt will be sent to you at the email address you provide on the donation form. Although contributions to Harris for President and the Harris Victory Fund are not tax deductible, please be sure to keep a copy of your receipt for tax purposes. If you select a recurring donation, you will be sent an individual receipt for each donation made when your donation is processed.
